Don't Be A Less Intelligent Fool
Don't be a less intelligent fool who gives his imperfect mind more credence or plausibility than the Supreme Person, the source of all existence, and the great Vedic authorities who have guided the human civilization for millions of years. What can you realize with your imperfect senses and your imperfect mind? As long as you accept them as your authorities you must necessarily remain in a state of illusion and suffering. So do yourself a favor. Don't be so proud as to not listen to those who are more realized than you. Seek out a person who has realized the Absolute Truth. Hear and inquire from him submissively and serve him with love. He will reveal the Absolute Truth to you, and you will become a liberated soul.

Answer: Bhagavad-gita 7.15
Whatever value my writing may have is due to the fact that I do not present my own views. I am simply presenting to my readers what I have been taught by my spiritual master, His Divine Grace A.C. Bhaktivedanta Swami Prabhupada. Regarding Krishna describing as rascals those who do not surrender unto Him, you will find this in Bhagavad-gita 7.15:
na māṁ duṣkṛtino mūḍhāḥ
prapadyante narādhamāḥ
māyayāpahṛta-jñānā
āsuraṁ bhāvam āśritāḥ
prapadyante narādhamāḥ
māyayāpahṛta-jñānā
āsuraṁ bhāvam āśritāḥ
"Those miscreants who are grossly foolish, who are lowest among mankind, whose knowledge is stolen by illusion, and who partake of the atheistic nature of demons do not surrender unto Me."
Srila Prabhupada has translated the Sanskrit word duṣkṛtinaḥ as "miscreant", which is a synonym of the word "rascal" as confirmed in the Merriam Webster Collegiate Thesaurus.
