You've gotten this human form of life after transmigrating through 8 million different species of life in the germ, animal and plant kingdoms. This rare human birth is meant solely for self-realization. Question: Should I Read All of Prabhupada's Books?

I have not read all of Srila Prabhupada's books yet.

I've heard from a devotee that Srila Prabhupada said that one should not read past the second canto of the Bhagavatam if they're not leading a fully regulated life. Is this true? What are the personal qualifications one should possess to study the full Bhagavatam?

Also, what qualifies as "careful study"? If I read through the Bhagavatam and Caitanya Caritamrta but don't understand much of it. Can I consider that I have carefully studied and thus be qualified for "extra-curricular" study? Or must I have a firm understanding of all of the points in all of Srila Prabhupada's books before venturing outside his books? How to know if I have "mastered" the curricular study material?

That's total nonsense. Why did Srila Prabhupada give so many public lecture on Cantos 3 through 12? Your qualification is Srila Prabhupada's order:

"All the devotees connected with the Kṛṣṇa consciousness movement must read all the books that have been translated (the Caitanya-caritāmṛta, Śrīmad-Bhāgavatam, Bhagavad-gītā and others); otherwise, after some time, they will simply eat, sleep and fall down from their position. Thus they will miss the opportunity to attain an eternal, blissful life of transcendental pleasure." (Purport to Caitanya Caritamrita, Madhya Lila, Chapter 25, Text 278)

Keep reading and reading are carefully as you are able to. You will have mastered this reading carefully when you are able to see Lord Sri Krishna face-to-face, eye-to-eye.

Other Krishna conscious literatures can be read with the understanding that they are extra-curricular and must be understood in the light of your curricular studies of Srila Prabhupada's books.
