Rama means "the Supreme Enjoyer.” Since Krishna is the Supreme Enjoyer, "Hare Rama" is another way of calling out to Krishna begging for His mercy.
Rama can also refer to Balarama, Ramacandra,or Parasurama. So when you chant "Rama" the specific Lord that you address will depend on which Lord you choose to call out to.
My mood is to call out to Krishna when I chant "Hare Rama."
