Engage Yourself Fully in Devotional Service
Krishna states in the Bhagavad-gita:
"One who engages in full devotional service, unfailing in all circumstances, at once transcends the modes of material nature and thus comes to the level of Brahman." (Bhagavad-gita 14.26)
Therefore we should engage ourselves, not partially, but fully in devotional service so we can reap the full benefits of all-blissful transcendental existence. Why cheat ourselves by only engaging ourselves partially in devotional service? That would not make any sense.
Is the government or in particular the police responsible to protect the beggars? My friend is a police inspector and generally the police department does not care for the crimes that are committed to the beggars (especially the women and child beggars). Are the police duty bound to protect the beggars or they are only supposed to protect those who are taxpayers?

So the government has the duty to give full protection to all who taken birth in the state. A government which does not do this should be replaced with a government which does do this.

Answer: All Who Take Birth in the State
Everyone within a country must be given full protection, even the cows, plants, and unborn children in the womb. This is the real meaning of government. Otherwise it is a so-called government. which is nothing more than a disgrace. In this connection Srila Prabhupada writes:
"Prajā means one who has taken birth in the state, and this includes both men and animals. Any living being who takes birth in a state has the primary right to live under the protection of the king."
So the government has the duty to give full protection to all who taken birth in the state. A government which does not do this should be replaced with a government which does do this.
